El proyecto de Ministerios para la ciudad de Bogotá propone agrupar todas las sedes de gobierno en el centro histórico de la ciudad. Un centro histórico, que a diferencia de los centros de las diferentes capitales del mundo, es un lugar desierto, en deterioro y dominado por la inseguridad. Este proyecto representa la oportunidad de devolver la vida al lugar. Manzana 10 como parte del plan maestro propone la reconstrucción del tejido a partir de conexiones con patios y pasajes comerciales a escala humana que invitan a vivir estos espacios, a tomar un tinto, a medirse un traje, o a mirar un libro.
